The "place which the Lord your God will choose".
Seems to me the writer knew very well where the "place which the Lord your
God will choose" was located, he just did not want to explicitly spell it
out in his document. The document was and was to become an important
manifestation of a prominent school of philosophy.
Could its omission be political?
Possibly if it was written early in the reign of Manasseh, not long after
Hezekiah's failed attempt to centralize the cult. Under Manasseh
decentralization and practices unsavoury to the deuteronomic movement were
in royal favour. The work was archived until political conditions became
more favourable to centralization, that was during the reign of Josiah.
