It is both. You will never get all people to take responsibility. That's why you have fines for litterers, as we do in Australia, to compensate for their non-cooperation.

Thanks to government advertising campaigns and the attitudinal seachange referred to above, there is a social stigma attached to littering. This is a good use of 'naming' - the popular use of disparaging terms to describe people who engage in such anti-scoial behaviour.
