ASTM will have the international Mounted SAR standards. NASAR will have a
Mounted SARTECH certification program.

[...] This is why I argued strongly
last year that the MSAR standard, then being developed by NASAR, must
not include a requirement that the candidate pass a NASAR exam nor
take a NASAR course. A standard that does not stand on its own legs
is not a standard.

Mounted SAR is being addressed as a specialty - the rider is still expected to be trained in ground SAR. The approach is, regardless of specialty, the searcher should also be trained in ground SAR. Then add training and requirements specific to the horse, the SAR Dog, the ATV, etc.

Using this approach, Mounted SAR standards will include a requirement of meeting/exceeding ground SAR standards. In NASAR, this will mean SARTECH certification prior to Mounted SARTECH certification. In ASTM this will require MSAR riders also being compliant with the related ASTM F-32 Land Search standards.

The ground SAR requirements will not be included in the Mounted SAR requirements, just the reference to requiring those skills. The logic behind this format is that if any changes are made to ground personnel standards no changes need to be written into the MSAR standards to keep them current with ground standards.
