I asked this question earlier, however, the response to my query informed
me as to why this is so.
Not all of the packages need recompiling when I new library is built (the
joys of dynamic linking ;)), so not all spells need a trigger for their
respective libraries (this would indeed be needed if they were statically
linked). The reason the new openssl is breaking programs is because of
the change from 0.9.6 to 0.9.7, so the library (libssl-0.9.6, IIRC) has
changed, so the dynamically linked programs can no longer find it. In
this case, the openssl dependant spells need recompiling, but this is not
enough to warrent triggers, as this will (hopefully) not happen often.
