I figure a spell not in the grimoire is a bug. It is an issue with
something missing that should be there. It is a reason why someone may
not want to use it. It should be prioritized like a bug. And keeping it
in bugzilla is orthogonal.

When you suggest that it entered in both bugzilla and mailed the mailing
list, that's what I thought your suggestion was in the first place --
default a CC line for spell entries to a mailing list.

I'd also like the mailing list replies to detect the [bug #NNN] part and
post it as a comment to bugzilla. That would be a really nice
dual-feature. And we could make new submissions to the mailing lists be
auto-filed as submitted spells.

That seems like the best of both worlds to have it integrated like that,
and I always thought it should have been a feature of bugzilla to be able
to do that (if it doesn't have something like that laying around
somewhere that I didn't notice).
