think about it this way: i want to add the spiffomatic spell someone
submitted two weeks ago that hasnt been added to the grimoire yet.

with bugzilla i: go to my browser, i type in the bugzilla url, i go to
the query page, I enter in spiffomatic and toy with n^2 options on the
page and get nothing. to me that nothing is inconclusive because perhaps
i didnt run the query properly, so i could either run a modified query
or give up and possibly be duplicating effort with someone. maybe you
always get your bugzilla queries correct, but i certainly dont, i find
the only way i can get anything out of it is if i select every option
availible and hope it finds something, even then im not convinced.

on the other hand i pull up my mua, go to the intent to publish folder
and ask it if its seen spiffomatic anywhere, 2 results can happen, it
finds it, or it doesnt, theres no fuzzy area, you cant botch the query
unless you spell it wrong and if you cant spell well then theres not
much you can do.

a compromise (one im not happy with) would be to allow bugs of this
nature to be cc'd to everyone on the grimoire team, so we dont have to
dable through bugzilla for 5 minutes everytime we want to do something.
