I think an improvement on this idea would be to have different markers
for begin and end. I think part of the problem right now is that the
installer outputs blank lines for the header followed by the title of
the step in bold, and it's hard to distinguish the end of one step from
the beginning of another. I'm thinking something along the lines of the
following might be nice:

<_____________________________________________________________________
title_in_bold
step_instructions
`````````````````````````````````````````````````````````````````````>

Thoughts/comments/suggestions?
