A simple list would be anything in smgl/basesystem/DEPENDS. Then we
don't have to go out of our way to mark any packages as they are, IMO,
already 'marked'.

I agree that we shouldn't use a technological solution to limit access,
especially to test (we already limit access to stable-rc and stable,
which is what you should be using if you don't want breakage :)). Also
keep in mind that mistakes do happen (e.g. copying the wrong files, and
not the ones you tested, and committing those). I have (and continue to
make) mistakes, as anyone who reads the reviews can see. ;)
