No becasue xorg-server needs mesalib to build while mesalib needs ONLY
makedepend and libdrm.

mesalib -> depends X11-LIBS -> provided by xorg-server -> xorg-server ->
depends mesalib

see the problem :)

And there might be other uses. Personaly I'd like to see more uses for
providers and the ability to cast providers basicaly cast X11-LIBS
would let me pick from all the previders and cast that.

The reason is that it's easier to keep it separate, easier to script and
easier to test not to mention if the need arises a custom default_build
for all of them. Also not to mention that with most of the current
testing scm's we lose a standing devel afaik.
