Create the following spells in -modular:
xorg-libs - to provide X11-LIBS, remove X11-LIBS provider from xorg-server,
will provide for now the entire xorg-libs section until spells
have proper handling of -modular

You'll either need a different name or change the name of the
xorg-libs section.

xorg-utils - to provide X11-UTILS, add X11-UTILS to all monolithic spells,
will provide everything in xorg-utils section

Can't they just depend on those spells if $(get_spell_provider $SPELL
X11-LIBS) == "xorg-server"? More providers may annoy people. ;)

And all they'd need to do is check the above and depend on
xorg-util-profile to depend on all of xorg-util. No need for a
provider, IMO.
