not only eligible, but also expected.
Every developer relies on all the teams products, so their ideas about the
suitability of the prospective leader are as important as the actual teams.
No point in the few permanent members of the sorcery team, unilaterally
deciding the lead and subsequent direction of that product, unless the
grimoire and iso developers agree it is in the best interests and achievable.
And if that is accepted as common sense then voting approval for the
prospective lead is the next logical step.
Same for ISO, no point in doing the work unless it is representative of the
projects wishes.
