I'm seeing a lot of "if I'm allowed to vote" and "not sure if my vote
counts". I was unsure myself, but just voted anyway, assuming my vote
would be discarded if it didn't count.

To make this clear in the future, is everyone listed on the developer's
list in the wiki eligible to vote?
