Chris,

Have you considered Western Red Cedar along the highways. Here in Texas I have been planting Eastern Red Cedar and it is really hardy, fast growing and exudes a lot of organic debris over the year. That should help build soil carbon while making a harvestable product. I also plant a lot of clumping bamboos, such as Timber Bamboo. It too creates a lot of extra biomass and can be harvested for many applications. Planting the understory with grasses such as wheat, oats and rye and red and white clover really improves the surrounding soil and increases fertility.
