Nice examples!
Clumping bamboo is not invasive, there are hundreds of varieties

Some nice ideas. I would lean toward creating ecosystems as much as
possible that blended with whatever is next to the highway.
Here's a very nice naturally overgrown watercourse that could be
anywhere, beside a highway, in the country, in a neighborhood.

One way to handle the fertility issue with building materials might
be to have clumps of bamboo surrounded by "guild" type supporting
plants - nitrogen fixers, dynamic accumulators, etc. You need a lot
of material for biofuels - bamboo might be more practical and it can
be used for many things, not just building.
Bamboo is very invasive, could be a problem. The giant bamboo might be
used in controlled situations but it too is invasive requiring track
loader or backhoe for removal if needed.
I hope they will avoid monocropping, whatever they do. Guild
polycrops would be a conversation starter and a great example. It
could even be economically viable if they create the right harvests -
maybe even pay for highway repairs or something :-) Imagine that! A
government paying its own way through efficient, sustainable use of
commons.
I think that, with the proper planning, materials specsheets and
execution this could actually be done.
Better now than later!
And no pesticides in any category, especially herbicides!!
