Aloha,
Frank, from your info about why you need more cows rather than less I
assume you're selling to wholesale beef brokers or something like that
who won't bother with less than the amount you mentioned.
You might consider looking for or creating higher-value (and maybe more
local) niche markets for 'free-range' or 'naturally-raised' or whatever
the currently hot marketing terms are for the kind of happy healthy
beef you are raising. You might get more per lb. and/or be able to
sell in smaller batches, and thus keep your herd smaller and more
manageable, etc.
