Na Pali coast on Kaua'i, Hawai'i - not a National Park, but a combo of
State Park/Reserve/Preserve etc. established by colonial powers (e.g.
USA, State of Hawai'i, etc.) - there are a few folks living more or
less subsistence-style (they're planting and tending stuff to eat)
tucked back in Kalalau valley behind Kalalau beach. Every so often
"the authorities" go in and try to clean 'em out, or chase a few off,
but it seems they never quite can get rid of all of them. IMO the
heavy tourist traffic (Zodiacs full of beer coolers, etc.) is a bigger
threat to Kalalau than the few semi-subsistence folks ever could or
would be, but "the authorities" sanction the tourist traffic ('job$',
permit$, etc.) while harassing the few would-be locals.

So this is "implemented" by people wanting to live there in a
subsistence style, whether locals claiming
historical/traditional/familial right to reside there, haole hippies
hoping to drop way out, or something in between. It's got no
"official" implementation - quite the opposite, in "official" eyes it's
all illegal.
