At the programming code level there are a couple of things we need
to do:

1) All programming code files should have a statement saying they are covered by the GNU GPL.

4) For the actual data we need to include
a) a link to the creative commons license
(ideally with picture)
b) rdf meta data describing in machine readable fashion
the license.
Ideally this is displayed on each page. This should not
be a problem as the code can easilly generate the appropriate
html code.
