I was thinking maybe someone could contact the repository from Cal – surely either Cal or the Arboretum is a qualified institution.

Can't say.  I've successfully gotten apple and strawberry accessions through the germplasm repository,

but I've gotten the impression your success may depend on which repository you are dealing with.

 

From the web site you gave, the line: "Not all accessions are available for distribution. Accessions that are available for distribution are for research purposes only to qualified institutions. "

 

doesn't hold out much hope.  You could try anyway.  If they reject you you haven't

really lost anything.  In submitting your request, I wouldn't outright indicate you

are not a researcher.
