The orange spots on your apple leaves is Cedar Apple Rust(CAR).  If you look closely at the cedar, you may see 'cedar apples'  a mass formed by the fungus whose life cycle requires it to go from the cedar to the apple and back again.  the 'cedar apples' will have orange 'horns' under appropriate weather conditions.  
 
I think some of the new apple varieties out are resistant to CAR, and you can spray fungicides to prevent the disease (I don't think there's any cure spray, but some of the new sprays my have this action).  But I think its better to prevent this diease by eliminating the cedar(s).
