Stefan,

If the terminal bud has formed, it means that the sap flow has stopped.

In order to get callusing of the bud in its new site, you want actively
growing
stock.

Sometimes in apple trees (and maybe in cherries) a terminal bud forms in the
summer if it gets too hot or tree is stressed. Tree just shuts down to
survive.
When it cools down, the sap starts flowing again and leaves form at the
terminus.

As for Oberlin and zone 5, I don't know if the terminal buds have formed by
late
August.

I don't think it's impossible to have success if budding too late, but it does
reduce your odds.
