Sounds like you need to remove some old growth - at least a third of it, to stimulate new shoots.

I have two: Petite Negri and Chicago Hardy.  This year got
about 3 inches of growth on the Chicago Hardy and about
1 - 1 1/2 on the Petite Negri. PN has not been repotted for
years. The CH is much younger, been in the pot ~2 years.
