Think I may have written this before, but our unit put together large
packs that are meant to go out with teams. Everyone is expected to
carry his or her own personal items, someone on the team carries a
radio, a GPS, compass etc, and all should have the paper/ pencil to
which Una refers. But our team bag includes a length of rope,
insulating blanket, some first aid supplies, wire cutters, etc, etc,
Only one of the team members would pack on that bag.
The advantage is that the bags are ready to go, and our equipment
manager simply passes these out to each team upon arrival at the
briefing.

Paul, I don't know that everyone on the field team should be required to
carry the entire lot of required stuff. But if not, it does require some
coordination re packing, to ensure that someone on the field team has each
item. So this boils down to a question of people management. If you have
people who, left to do as they like, would show up at the trailhead without
sufficient gear, then you may need to resort to written lists of required
stuff, and pack checks. The only other alternative is to have someone on
each field team who you know will bring the stuff that the others leave
behind: the extra calories, the dry clothes, the extra water, the first aid
kit, etc.

I keep a lot of stuff in the trailer and do my final packing at the
trailhead. A lot of ground teams do that too. Especially technical rescue
teams; they have a lot of team gear. Much of it is prepacked into equipment
bags (stuff sacks), but the final packing happens en route or at the
trailhead. I may post an equipment list inside my trailer tackroom door, as
a memory aid. I might not pack every item on the list but if I am reminded
of someting I want to pack, I'll be less likely to forget to pack it.

One thing every person on a field team should have, and use often, is a
pencil, small notepad, and time piece (watch or other) that they can read in
the dark without turning on a flashlight.
