Thanks for the input from each of you. You have more or less convinced me that I had better bite the bullet and hobble my horse. I was told when I purchased this horse that she does hobble, but I've never liked to hobble so I haven't practiced with her yet. She ground ties pretty well unless there is a sudden "boogie man", and she stays close to the group. But what really convinced me were the simple words that you have to comply if you want to join and "support" the group.
Well, now you know what I'll be doing this weekend. Unless we go to the beach to go camping and riding. =-)

If you join an organization you are obligated to follow its rules. As a
member you can also advocate change. I have found that in many cases
somebody read in a book that the only way to do something is x so they
adopted x. In MSAR there are few absolutes, and most of them apply to people
behavior, not animal behavior. Does this organization have a helmet rule?
How about drinking and riding or driving? Keeping minors out past curfew on
school nights? Abiding by the child labor laws? These are somewhat important
and often ignored.
