You might try rubbing both sides of the plastic with a fabric softener sheet like Bounce.  It may help.  There are also anti-static sprays you could try, but I don't know enough to recommend any.

Spring greetings - 77 in SE Colo
We decided to try making our own vacuum seeder, making a wooden box with
Plexi-glass plates. Started with the 72(12x6) cells so there weren't so many
holes to drill but it's generating or attracting a lot of static
electricity.  Any ideas how to beat the static?  Or should we change to some
kind of metal material?  The hole size is working for brassicas and it drops
off the plate OK when we power off the vacuum, but we have too many loose
seeds clinging to the plate.

Checked a couple things - a big wad of aluminum foil in the box and wiped
the plate both sides with vinegar.
Of course this would have been a good "winter" project, but here we are.
