We chisel plow. I have found that following up with a couple passes with disks a couple weeks later works great. I have what will be garlic ground that used to be old pasture 30 years ago on a neighbors plot. I will run the chisel plow (5 shank) and then let sit for two weeks. Then I will disk twice. Our disks have a homemade harrow on the back. I will then rotary hoe the ground to make it easy to plant garlic. Then mulch heavy with straw. That is a very crop specific task.
