We start plants in our basement. The starting flats containing seeds needing warmth to germinate are placed in a 75 gallon aquarium (surrounded by insulation) with one heating mat. When they are up and growing we place them under lights in the basement and then transplant them into cells.
Temperature in the basement runs about 55 degrees in February and rises into the sixties in March. The lights generate quite a lot of heat onto the plants and we have not needed supplementary heat. I run the lights (standard fluorescents with 6500K bulbs in them) on most of the plants 24/7. I use some compact fluorescents that have a high K rating and have had very sturdy plants from them. I will add more of these this year.
We are small and started about 250 tomatoes last year and probably 2 flats of peppers. Cole crops were started with no heat. You may be on a lot larger scale, but this works for us. - mac
