If you are planning 3 lights end to end over your shelf make the room 14 feet long, a few inches between lights will make them
lights easier to adjust and room for the cord to bend when coming out of the light end. Over a 2 foot wide shelf you will need 2 rows of lights.
 
If using common "shop lights" from the hardware store, some have a ballast and some dont, you can tell by the weight while still in the box, those without are only a few ounces, those with are a few pounds. IMO the ballasted ones work longer.
 
Tubes are what comes with the light, or what is on sale; a cool white and a warm white in each fixture is recomended by some sources but I never saw much difference. Special "grow lights" are a deed to the Brooklin Bridge.
 
If you have one of those oil filled electric heaters that looks like an old steam radiator, use it, if not, keep in mind that one KWH of electricity is 3413 BTUs no matter if you use a $15.00 heater from the hardware or an "Eden Pure" which is all the rage lately selling over $300.00.  More important to put the money into decent thermostats to control heating and cooling. When you get a couple dozen lights running they will do the heating, maybe more so put in an exhaust fan AND a fresh air inlet.
