 I also don't know what you mean by "under lock and key" --
do you mean the land is fenced in with locked gates?
 
do you mean the water access is in some fashion locked up? -- and don't know whether by "water access" you mean easy access to irrigation water, or a full fledged irrigation system, or if you mean a potable water supply for produce washing etc. -- and the value of water varies a great deal from place to place, also.

This area is definately rural, considering putting sweet corn there, as well as melons, pumpkins...running type crops. "under lock and key" ...the whole farm property is fenced in and only access is with a key. The well pump is located at one end of the acreage; the land next to the 5 acres offered to us is where the man grows has his hay field and on the other side is a row of trees next to a creek.  cls
