So you think you own your water since you bought and paid for it??

"Another bill seeing movement is HB 1113, sponsored by Rep. John Salazar
(D-Manassa). This bill requires that when an agricultural water right is
transferred from one water division to another, the difference in land value
is paid to the board of county commissioners of the county in which the
water was used. The money would be designated for use for economic
development within the county.

Colorado Farm Bureau state board member Jerry Sonnenberg of Sterling
testified during the House Agriculture, Livestock, and Natural Resource
Committee expressing Farm Bureau concern that this bill drives down the
price of water for the water right owners due to this artificial "sales
tax".

"Colorado Farm Bureau supports economic development efforts, but is very
realistic about the limitation of these economic development ventures," said
Rob Fillion, director of state affairs, Colorado Farm Bureau. Fillion went
on to say, "On the same note, the largest impact from a loss in tax base is
often rural schools, an issue which this bill does not even address."

HB 1113 passed the House Ag Committee and will now move to the House Floor
for second reading."
