I thought farm subsidy was to help farmers make basic
living and operating expenses not provide free investment capital?

What world are you living in. These large Corporations have as high as three Corporations in them, and at a payment limitation of $500,000 per Corporation this added up to 1.5 Mil per corp per year ag payment out of the government. All of these around here are at the limit or over.
To add to this, I have CSA customers that work for
congresspeople, some were very interested in this issue. They
report that the big money interests and the Republican party pulled
out every stop to keep this limit high and to fight every effort to
put a cap on payments so it would be more aimed at family
farms. Even the National Farmers' Union took a walk on this one
(though you wouldn't know it from their newsletter).
Another example of powerful money interests getting their way in
DC.
