What you need is not wire snippers but rebar nippers. They are capable of cutting 1/2" rebar. They are somewhat similar to two handled loppers but have a very different, heavy duty cutting head. A good hardware store should carry them but be prepared to spend around $40 for a good pair.

I used the term rebar nippers. They are the same as bolt cutters. I used our local term from when I was a concrete finisher. Bolt cutters come in a number of sizes/capacities. Check out the capacity when you shop for prices.
