#1) I just bought some #9 gauge wire to make hoops, and discovered
that I can't cut it. I have wire snips but they are not strong enough.
#2) Also, does anyone have any advice about how to cut rebar into
pieces to use in PVC pipe for hoops?

# 1) Get fencing pliers. They are much heavier duty than
wire cutters or diagonal cutters. Ask the hardware sales
person to show you how to use them.
#2.) Use a hacksaw and cut the rebar until it breaks on the
cut. Or, if you have one, use a reciprocating saw. The
cost of a rebar cutter is unlikely to be justified.
