Sell-what-you-grow is just as unenforceable as resell only local.

For example, nothing stops a tomato grower from selling tomatoes from
another source as well. The farmer can show you the seed and the field and
you would have no way to argue otherwise. Maybe the farmer can't show you a
seed purchase because the seed was saved from heirloom varieties. Are you
going to call the farmer a liar because there is no sales receipt for seed?
You can't enforce sell what you grow. It's not possible to verify the
source of 100% of the produce at a market with a sell what you grow only
rule.

The 50% rule seems kind of difficult and I don't know how anyone actually
calculates that. By weight, by vegetable, by what? If vendors should be
growers then it ought to be enough to ask for a display that indicates the
farm, location and source of the produce.
Even our vendors who are only selling what they grow are required to display
a sign indicating the location of their farm regardless of whether they do
direct sales from the farm or not.

My raspberry grower (for whom I do resale) has a label on each of the boxes
of his raspberries. It's actually good advertising for his farm.
