At our farmers market selling any product that is not yours is prohibited. The board of directors (we are non-profit) may at any time inspect your garden location to ensure that you are selling your own produce. I have never heard of an inspection occuring yet, so this may or may not be a measurable device.
Generally it is quickly found out who is selling pre-purchased product and they will leave the market. Unfortunately we have a clause that permits you to sell for a direct family member. This was intended to be used as your son/daughter/husband/wife can sell product - family members that you live with where the income comes back to the farm/home. We have one violator who claims he sells for his brother and uses the clause to his advantage, unfortunately he has been bold enough to buy from some of the farmers and resell their product. He is still present at the market and because of this clause has not been able to be removed. It appears that clauses cannot have intent and must be black and white.

Start a new market even if its a small one - depend on quality and

Unbelievable. This is expected behavior from an organization that
fires its pro-organic agents for expressing their views in a public
forum and encourages their clients to poison their yards and gardens
with pesticides. Idiots all.
