Yes, periodic mowing, when needed, can help (to catch weedy pastures before going to seed).  I wouldn't, however, rely on such activities being sustainable (machines, oil etc.).

But animals also create depressions in the soil that can help new seeds to develop.  That and the fertilizer aspect...

The Stockman Grass Farmer is comprised of people who have to make a living doing what they are doing: trying to go as self-sustaining as possible.  It's much more than anecdotals.
