Sounds to me like someone knows a lot more about writing than they do root
cellars. I grew up with one of these things and I know what you can and
can't keep in them. At least in Arkansas. Sure you can put potatoes and
carrots in them, that is if you want to do a trim job every time you start
to cook some of them. In about 2 or 3 weeks and the potatoes have roots and
tops on them and so for the carrots. There is no reason to put cured meat in
a cellar. The purpose of curing meat is to dry it out. You put it in a damp
cellar and the moisture would go back into it and within a few days it is
spoiled. Just hang it in the smoke house and let it freeze, it won't hurt
it. And yes we raised our own hogs, butchered them and cured the meet.

"Root cellars are nature's way of storing fruits and vegetables. And they
can be excellent storage areas for other things as well. A hundred years
ago root cellars were one of the few ways they had of keeping things cool.
People not only put potatoes and carrots in their root cellars, but their
preserved meat, milk and cream, fruits and vegetables - literally anything
they needed to keep cool. Even though root cellars didn't get nearly as
cold as a refrigerator during summer months, root cellars generally were
and are 30 to 40 degrees F cooler than daytime summer temperatures."
