I want to point out that the title and short title of this bill is completely misleading. While S. 1209 is referred to as "No Nonvoted Local Debt For Competing System", the actual text of the bill makes no reference to any referendum or voter approval. Instead, it imposes an absolute bar against local government construction or support of any broadband system.
