This may be the case, but I was never offered any Media Mail rate (which I assume to be cheaper). Thus, I had to pay "full price" to mail my items anyway.

So, if I'm not reaping the benefits of lower shipping costs, why do they want to snoop thru all of my packages? Perhaps this is all confusion on the part of a new Postal employee. Or perhaps it is a massive conspiracy to read my mail.

I choose conspiracy.

p.s. and Marcia, as far as I could discern this new rule applied to all outbound media packages -- international, domestic, or otherwise.

Well I know that if you are going to send something book rate the going
theory is that all contents should indeed be books. But, I have never had
anyone ask to open my packages to verify their contents.

there is a rate for Media Mail, so it may be a way to verify this rate as
opposed to First Class (which should be the most expensive option anyhow).
