The same thing happened to me. What my ISP did is set up a mailer on a computer outside of the blocked range, and then for a few months we used that computer as our mail gateway. I had to threaten to move my account from the ISP, however, to get this service.

The other thing you can do is just change mailers yourself, say through your internet connectivity provider.
