Perhaps by not doing things like saying, you must audit all your
software between spring break and the end of the school year or
else face a fine, OR, you can just pay us money and we'll go away.

Is it just me, or does this sound a lot like those people
selling "insurance" against anything "bad" happening to
someone's place of business? (Bad meaning something like
the "insurance" people breaking the windows or torching
the place...)
