Don, all you need are a couple of 5 gallon buckets, a large pot and a
few assorted hoses and valves. Probably the most critical component is
the "bubbler" used during fermentation and a fellow with your wiles
could fashion one with a loop of hose and a glass of water. A bottle
capper is a nice luxury but not completely necessary.
Home brewing is not expensive at all, I used to do it a lot. A bottle capper is a really good thing to have, it makes everything a lot simpler there at the end. I did have some beer that was not good at all in the beginning (a root beer and some made from rice) but months of aging helped a lot.
