There isn't a lack of water. There is severe lack of honesty and intelligence in Southern CA! You have yahoo HOAs that won't allow xeroscaping or native plants instead of lawns. There are cities that are dinging folks for digging up lawns and putting in rocks and native plants. The whole bunch should be rationed. Then there are the oh so honest farmers, and the real intelligent ones too.

Rob sent an article back in January that clearly tells what the real problem is:

Just read this...
http://apnews.myway.com/article/20080125/D8UD540G1.html

>>FRESNO, Calif. (AP) - With water becoming increasingly precious in
California, a rising number of farmers figure they can make more
money by selling their water than by actually growing something.

"It just makes dollars and sense right now," said Bruce Rolen, a
third-generation farmer who grows rice, wheat and other crops in
Northern California's lush Sacramento Valley.
Instead of sowing in April, Rolen plans to let 100 of his 250 acres
of white rice lie fallow and sell his irrigation water on the open
market, where it could fetch up to three times the normal price.<<

If the California vegetable farms diminsh significantly because of the lack
of water, it won't mean not having vegetables (or food in general) but it will
mean that it is a lot more expensive. The days when a family's food is 8% of
their budget may be behind us.
