There isn't a lack of water. There is severe lack of honesty and intelligence in Southern CA! You have yahoo HOAs that won't allow xeroscaping or native plants instead of lawns. There are cities that are dinging folks for digging up lawns and putting in rocks and native plants. The whole bunch should be rationed. Then there are the oh so honest farmers, and the real intelligent ones too.

If the California vegetable farms diminsh significantly because of the lack
of water, it won't mean not having vegetables (or food in general) but it will
mean that it is a lot more expensive. The days when a family's food is 8% of
their budget may be behind us.
