How about not taking up the tax to begin with. Federal tax collection is
just like fund raisers. They (fund raisers) are obliged to tell you what
percent
is actually given to the target charity. Typically it is 5% or less of what
they collect. If the feds gathered a million dollars from a state, it would
be a miracle if they returned $50K of it from where it was collected. Lots
of
fingers in the pie along the way.
Best to not collect it to begin with.
