This is very true and more's the pity.
I am quick to point out, though, that the very dole that eats away at the
soul of the folk was yesterday's attempt to save them uninvited.
In the flick (haven't read the novel yet) "The Milagro Beanfield War" a side
story is the volunteer who comes to the backwards little New Mexican town and
tries all during the movie to get people interested in this or that project
with which he can help them. During the climax of the story the mayor is
running about dealing with the townspeople when the volunteer stops him and
asks
what he can do, here's there to help the people do things! The mayor
replies,
"Son, if we ain't doing it already, chances are we just ain't that interested
in it."
