I worked at "National Pipe" for a while, running a belling machine, though usually on 12 inch PVC. The way you described is basically the way it was done. Hot cone or cold? My machine was hot from the pace I put it through but if I remember right it started out cold. On a smaller scale such as yours, I'd slip it over a cone and use a heatgun, sliding it down as it softened. I use a heatgun to bend PVC all the time.
