The short answer is that Paul was never canonized. He
was acclaimed a saint sometime after his death. In the
beginning saints (especially martyrs) were acclaimed
on the basis of popular opinion, until bishops had to
begin regulating the process. Ulrich of Augsburg was
the first to be papally canonized as a saint in 993
under John XV; and in 1234 Gregory IX officially made
papal canonization the only way.
