I think it is save to assume from the letter as a whole that the Gentile
Christ believers in Galatia were under pressure. But where that pressure
came from and how it was exerted, is more difficult to decide. The way I
read Gal (see Nanos (ed), Galatians Debate, 413-6), Paul seems to caricature
both the negative and the positive for rhetorical purposes. I think 4:17 for
instance reveals (by way of mirror reading) that the "influencers" may have
been on friendly terms with the addressees of the letter. They seem to have
been given a place of honor (the place Paul once had), wherefore Paul now
seems upset (4:18). Thus, I wonder who is "compelling" whom...?

The other place where ANAGKAZW occurs in Paul's letters is 2 Cor 12:11,
again a highly rhetorical passage.
