To All CHPAC,A final bit of clarity,Our Budget and Arts Plan do work together and are the current priorityThe steps are as follows.December-Next meeting we will specifically discuss the guts of goals 1-3 in our Arts Plan. In this conversation we will include hard numbers. Those numbers will either be based on past approved budgets, reallocation of funds from other elements of past CHPAC plans, or a completely new requests.I have asked Jeff to assemble the past budgets coming from 2011 and moving forward so that all of you can see what was spent on these or similar activities and where we may need an increase in funding or if we can manage within our current parameters.I hope to be completely through items 1-3 of our plan at the end of our December meeting. We will move the remaining goals to the January meeting.January-In our January meeting we will attack goals 4-6. This meeting will be similar in that we will tackle budget for these items at that time. Our mission will be to have the Art Plan and budget ready for public review at the end of our January meeting. In this meeting we will develop a method of presenting the Art Plan and budget to the community. The December-January meetings are great forums to bring in ideas on where you see elements of our plan headed. Expanded events, programs, marketing etc. We need to keep ideas of expansion within a realistic realm. So if you see an spot to expand something- think about what that would look like, what it may cost, is it a tangible goal, are there milestones that can be set to achieve the goal, what would prevent it from coming into fruition ( lack of funding, lack of participation, lack of marketing)We will not think of everything- our mission will also be to translate the public feedback into our Arts Plan. This is why the public element is so critical. Further, when we present to council- we have a document that was properly vetted throughout the community.February- MarchReview of public feedback on our plan and budget. This activity will take a couple of months to get through.April-MayInput all public feedback on the Art Plan and prepare it for submittal to Town Council.June-Submit Art Plan to council. We need to be the Plans greatest advocates. This is the main venue where our work on finalizing the Art Plan and all of its dollars will be discussed and critiqued by council. There will be additional agenda items in these meetings but, the focus will be to move us efficiently through these meetings.I hope this provides some clarity into the upcoming process we will be going through with the Arts Plan and our Budget.ThanksDAN CEFALO

He is the commission chair. I asked Dan to lead a discussion on answering the Mayor’s request for three commission priorities, not office priorities. I have my own goals priorities. The arts plan was developed by the commission, so it seems logical that the commission needs to help it move forward, so that should be a priority. The other two can be whatever the commission decides. But if the commission decides those priorities, then the commission will need to do something tangible with those priorities. As far as the budget is concerned, until we have our first public meeting (didn’t even get to talk about that) to refine those numbers, and even after we can continue to change numbers until it goes to Council. And Council may also question those numbers.CHPAC, as all the boards and commissions except for the Board of Adjustment and the Planning Board operate on an advisory group. According to the new guidelines for board and commissions this is CHPAC’s charge– Provide Council with information and perspective to inform its decisions through recommendations– Serve as the Council’s “eyes and ears” on issues and matters related to the board’s charge– Offer additional opportunities for discussion of public issues– Increase citizen engagement in issues that affect themStaff liaisons’ charge
- Develop meeting agenda & packet with Chair
- Support not participate
- Act as a resource
- Write & post Action Minutes
- Advise the advisory board on legal compliance
I am trying to step back and let Dan lead. The commissions do not have budgets and Town staff aid commissions but do not work for a commission, so new staff would not work for the commission, but could aid the commission in its priorities, which should coincide with the goals of the Town and the public. The office nor the commission is a non-profit and therefore not fundraising operations, although the commission could be if it wanted. Our budget has been more or less finite from 2008. The only way we are going to get funds to do anything the commission wants to do is make a good case for it via the arts plan.I don’t want there to be confusion. The art plan will, if adopted, become part of the 2020 comprehensive plan of the town. The commission’s role was and is to help develop that plan, advocate for it, and do whatever it can do to see that the goals are being met. Commissioners have been offered and continue to be offered the opportunity to add or make changes to the plan.

Subject: Re: [Chpac-staff] action reportI think one priority should be the downtown arts district. Forget about my program increase for Into the Streets, that's small potatoes. We've been hearing for a few years that the downtown arts district is a priority for the town so the idea is supported. So I'm not sure why that got tabled at the meeting. The arts plan passing is priority #1, but didn't you ask us at the meeting to pick three priorities?
I have to admit I am increasingly confused. Also, upon reflection I am still uncomfortable about submitting budget numbers without having details , I don't think the commission really has enough details to speak to the budget if asked. And I am no way qualified to speak to dollar Amounts and rely on the expertise of those with experience. Also is that budget for the Commission's work only,or also the office? For example, will the new requested employees work on behalf of the commission or primarily the office, and if both, what does that mean?My goal is not to be a pain but rather better understand our budget and be good stewards of our money.ThAnks much to all for your hard work!Best,Lisaworkannanicholson.artist AT gmail.com, bronwyn AT BronwynMerritt.com, caroledonovan AT bellsouth.net, cindymlucas AT gmail.com, davbetstaylor AT earthlink.net, afacinc AT yahoo.com, lapetina AT bellsouth.net,pelkeyart AT yahoo.com, fredgood66 AT gmail.com, kgrendler AT gmail.com, aquaheart AT bellsouth.net, lindy1217 AT gmail.com, peterplaca AT icloud.com, rahimdiny AT aol.com, hoggardrobert AT gmail.com, rosewenkel AT gmail.com, mennomr AT bellsouth.net, ruth AT ruthananda.com, sally AT tomterrell.net,tom AT tomterrell.net orSent from my iPhone

CHPAC has to be involved in promoting and organizing at least 2 public meetings and then make revisions based on those meetings and then present to Council by June. Dan, as chair of CHPAC is in charge of submitting the priorities, so I am passing your request for final version and any questions you may have about them onto him by way of copying him on this e-mail. The Mayor only asks the Commissions submit 3 priorities to his office, no format is suggested. In the past it has just been a list. I like to include some form of explanation for each priority and if it has a cost attached I will include that as well. The Arts Plan is an open document up until the time it is adopted officially by Council. I intend to distribute a revised budget based on our conversations well prior to the December meeting. jy

Subject: Re: [Chpac-staff] action reportDear Steve and Jeff,
Regarding the three priorities, thank you for listing them in the action report. I didn't recall that submitting the arts plan was one of them, since that is a given, and I thought we'd given more emphasis to downtown programming (i.e. 2nd Friday, arts activities).
In what format and in what detail will the priorities be submitted? Since we rushed through that part of the meeting it would be great if the commission could read them in their final form. As commissioners, when we are asked by friends what we are working on, it would be nice to be able to all be saying the same thing.
Also, will you be distributing the revised budget? And, since the arts plan is not due until June, do you want us to submit any suggestions to you?
Thanks,
Emily
