All these concerns need to go to Dan.  He is the commission chair.  I asked Dan to lead a discussion on answering the Mayor’s request for three commission priorities, not office priorities.  I have my own goals priorities.   The arts plan was developed by the commission, so it seems logical that the commission needs to help it move forward, so that should be a priority.  The other two can be whatever the commission decides.  But if the commission decides those priorities, then the commission will need to do something tangible with those priorities.  As far as the budget is concerned,  until we have our first public meeting (didn’t even get to talk about that) to refine those numbers, and even after we can continue to change numbers until it goes to Council.  And Council may also question those numbers.

 

CHPAC, as all the boards and commissions except for the Board of Adjustment and the Planning Board operate on an advisory group.  According to the new guidelines for board and commissions this is CHPAC’s charge

 

      Provide Council with information and perspective to inform its decisions through recommendations

      Serve as the Council’s “eyes and ears” on issues and matters related to the board’s charge

      Offer additional opportunities for discussion of public issues

      Increase citizen engagement in issues that affect them

 

Staff liaisons’ charge

 

  1. Develop meeting agenda & packet with Chair
  2. Support not participate
  3. Act as a resource
  4. Write & post Action Minutes
  5. Advise the advisory board on legal compliance

 

 

I am trying to step back and let Dan lead.

 

The commissions do not have budgets and Town staff aid commissions but do not work for a commission, so new staff would not work for the commission, but could aid the commission in its priorities, which should coincide with the goals of the Town and the public.

 

The office nor the commission is a non-profit and therefore not fundraising operations, although the commission could be if it wanted.  Our budget has been more or less finite from 2008.  The only way we are going to get funds to do anything the commission wants to do is make a good case for it via the arts plan.

 

I don’t want there to be confusion.  The art plan will, if adopted, become part of the 2020 comprehensive plan of the town.  The commission’s role was and is to help develop that plan, advocate for it, and do whatever it can do to see that the goals are being met.  Commissioners have been offered and continue to be offered the opportunity to add or make changes to the plan.

I think one priority should be the downtown arts district. Forget about my program increase for Into the Streets,that's small potatoes. We've been hearing for a few years that the downtown arts district is a priority for the town so the idea is supported. So I'm not sure why that got tabled at the meeting.

 

The arts plan passing is priority #1, but didn't you ask us at the meeting to pick three priorities? 

I have to admit I am increasingly confused.

 

Also, upon reflection I am still uncomfortable about submitting budget numbers without having details , I don't think the commission really has enough details to speak to the budget if asked. And I am no way qualified to speak to dollar Amounts and rely on the expertise of those with experience.

 

Also is that budget for the Commission's work only,or also the office? For example, will the new requested employees work on behalf of the commission or primarily the office, and if both, what does that mean? 

 

My goal is not to be a pain but rather better understand our budget and be good stewards of our money.

Dear Steve and Jeff,

Regarding the three priorities, thank you for listing them in the action report.  I didn't recall that submitting the arts plan was one of them, since that is a given, and I thought we'd given more emphasis to downtown programming (i.e. 2nd Friday, arts activities). 

In what format and in what detail will the priorities be submitted? Since we rushed through that part of the meeting it would be great if the commission could read them in their final form.  As commissioners, when we are asked by friends what we are working on, it would be nice to be able to all be saying the same thing.

Also, will you be distributing the revised budget?  And, since the arts plan is not due until June, do you want us to submit any suggestions to you?
