Just putting in my two bits worth in response to your questions below - one
of the things we're definitely advocating against here in Australia is the
use of NC for government material - or at least for data and other research
materials that might be used by industry.

Placing an NC licence on the data is tempting to many governments, as they
want to maintain perceived revenue streams from commercialisation of
government data. But the reality is that this 'counting the pennies' approach
actually results in a lot of inefficiencies, presents a great barrier to
utilisation of the material by commercial groups, and ultimately
significantly reduces the benefits to the economy as a whole that opening up
the material is intended to provide.

Plus the administrative costs of maintaining separate commercial licences
almost always outweigh the small amounts governments get in return. That's
why the Australian Bureau of Statistics stopped charging for data a few years
ago - they realised it was actually costing them money, and was harming the
economy.

Of course, there are always exceptions to this - we're not asking governments
to give away their patents (yet). And for mere informational resources (eg
community fact sheets etc) NC can be more appropriate.

Excuse us geeks getting a little excited about the potential benefits of
CC-licensed techno-artistic endeavours ;) Your's is the sort of
frustration the threaded discussion forums on cc.org.nz were intended to
address. Maybe you could post some recommendations on the Crown
Copyright issue in the Cultural Institutions thread?

Possibly there needs to be another thread added to focus on e-government
and public information (you out there Jane? what do you think?)

But do share your thoughts on cc-nz as well. As I warned Jane and Brian
just before the new site was launched, email list and forums are very
different environments, and they develop shared cultures over time that
can't be changed by decree. That said, it would be great to see people
taking advantage of the forums to collaboratively open-publish content
to the site.

My question about the Crown Copyright issue is what sort of CC license
do we want to see it replaced with? Commercial or non-commercial?
Non-derivus or share-alike? Are there different kinds of public
information that would suit different licensing conditions? What are the
arguments for these? I feel if we can start to develop a consensus on
this, we can start lobbying the same decision-makers, by pushing in the
same direction.
